Mr. Semingson is the founder and Chief Executive Officer of
Civic Partners. He provides leadership to the company on real
estate projects through all phases of development and ownership.
Mr. Semingson has successfully established a reputation of excellence
for Civic Partners in redevelopment and public/private partnering.
He has the unique skills needed to work closely with public
agencies to identify economically viable civic development opportunities
that provide the local citizenry with commercial/retail projects
and either affordable or market rate residential units. From
the development of his first apartment building to the current
development of a 3,000-acre master-planned community, most of
Mr. Semingson’s projects have been located within redevelopment
areas and many have been processed in partnership with multiple
public agencies.
Mr. Semingson has a thorough understanding of financial markets
and the skill of combining public and private funds to create
mutually beneficial real estate developments. He has contributed
to the creation of several new financing vehicles for public/private
development projects within the State of California. Prior to
founding Civic Partners, Mr. Semingson was employed by the County
of Los Angeles and a local municipality. He is also a former
faculty member at California State University, Long Beach. Mr.
Semingson earned his BS from the University of Wisconsin and
his MBA from California State University.
Ms. Alexander’s position with Civic Partners includes
the management & tracking of project processes & procedures.
She is responsible for the coordination of all project reporting
activities, status reports and the organization of internal
strategic planning efforts for the projects. Ms. Alexander works
diligently with the Chief Operating Officer and project management
staff to maximize efficiency and effectiveness in meeting the
scheduling and financial goals of each project. With 10 years
of expertise in residential development from highly acclaimed
home building firms, including Akins Companies, Catellus Residential
and R.S. Myers Company, Ms. Alexander is a key company resource
for the residential development ventures in which Civic Partners
participates. Her experience in the home building industry includes
project management, onsite field management, supervision, project
scheduling, bidding, estimating and tracking of construction
budgets. Ms. Alexander earned her BA in Economics from the University
of California, San Diego.
Mr. Pomeroy has over 25 years of engineering and facility construction experience. His expertise includes structural and civil design, strategic planning, joint venture and team building, operations management, engineering, estimating and project development. Mr. Pomeroy manages the entire development process for several of the Company’s large projects. He also provides leadership on all construction and engineering matters for the Company.
Prior to joining Civic Partners, Mr. Pomeroy was the President of HNTB Design/Build, Inc., a major international design firm, where he directed the start-up of design/build subsidiary. At HNTB Design/Build, Mr. Pomeroy was responsible for projects for the public and private sector on three continents and in 10 states, totaling more than $1 billion. Mr. Pomeroy earned his Bachelor of Engineering from Vanderbilt University and his MBA from the University of Cincinnati. He is also a registered engineer in Arizona, Ohio, Tennessee, Kentucky and with the NCEE.
Living in the Northern California area, Mr. Herrero is responsible
for the management of Civic Partners’ development projects
in that region. He oversees development activities from project
inception to completion. As a former city employee responsible
for a major downtown redevelopment effort, Mr. Herrero has extensive
experience in complex infill redevelopment and public/private
partnering. He also has considerable experience in project design
and project management. Mr. Herrero began his career in the
public sector as a City Planner for the City of Modesto, California.
After several years, Mr. Herrero was appointed Business Development
Manager, reporting directly to the City Manager. His responsibilities
included redevelopment, economic development, personnel management
and labor/management relations. In this role, he was chiefly
responsible for Modesto’s highly successful downtown redevelopment
projects. Mr. Herrero earned his BA in Economics from Stanford
University and his MA in Regional Planning from the University
of North Carolina.
With over 25 years of experience in planning, development and
finance, Mr. Blauvelt manages large, mixed-use projects for
Civic Partners. He has extensive experience in the entitlement
and financial structuring of large-scale land developments involving
mixed land uses and public/private partnerships. Mr. Blauvelt
also provides financial analysis and input to Civic Partners’
project teams from the entitlement process through project build-out.
Prior to joining Civic Partners, Mr. Blauvelt had extensive
experience in real estate development and finance. He was formerly
the Chief Financial Officer of Wilma Pacific, a Southern California
residential and industrial developer. He also worked as a consultant,
specializing in working with financial institutions to create
solutions to problematic projects. In addition, Mr. Blauvelt
gained invaluable experience working as a mortgage banker for
HUD Lending Programs. Earlier in his career, Mr. Blauvelt was
an infill planner and inner city developer in the Washington,
D.C. metro area. Mr. Blauvelt earned his BS from the University
of Maryland and is a licensed California real estate broker.
Ms. La Ruffa ’s position with Civic Partners includes the management of development projects from inception through construction. Her areas of focus are in creative financing and facilitating complex real estate transactions. She provides experience in public improvement bonds, tax increment financing, gap financing, low-income housing tax credits, land entitlement, and public/private partnerships. Her recent projects include Civic Plaza, a 460,000 square-foot mixed-use development in Boise, Idaho. Ms. La Ruffa earned her BA in Business Economics and Psychology from the University of California, Santa Barbara.
